This feature has been implemented as discussed during the meeting yesterday.

Max upload size wont change, which means it will be possible to add 4 patches at once but their size will have to respect the limit.
It will in fact add the files to the database until we reach the limit. So someone in doubt could easily try to add 4 big files, have two rejected (warning by a feedback message) and then add the two rejected in a second update. It wont be needed to be very careful before upload.

A bug report has a section "Attached Files" that allows for a
single file to be attached per session: for multiple files
one has to submit them one by one, each leading to a new e-mail,
which is annoying. Surely allowing for multiple attachments
cannot be very hard?

I tried specifying multiple files separated by commas:
there was no complaint when I clicked the submit button,
but none of the files got attached, they were silently ignored.
