This feature has been implemented and will be provided in the next release.

Basically, projects admins will be able to create Squads, then to add project members to these Squads. Members of a Squad will get the Squad permissions. Squad will be treated as if they were a project member, you will be able to assign items to Squad. When an item will be assigned to a Squad, all members of the Squad will be treated as if they were assigned the item directly (they will all receive the notification, see the item in my items, etc).

Sorry for having forgotten this pending issue. Actually following Alberto's suggestion and with the help of the enhancements we made last year to the savannah trackers, it is now possible to do what you requested. I supposed you already discovered and probably used it.
However, the same request coming to me today as bugs #7550, I append below my answer to it.

Strictly speaking this is not possible (savannah keeps one and only one user_id for every item 'assigned_to' field.
However, nothing prevents you (and it is already used in that way in JRA1 middleware) to have virtual users who correspond to mailing lists and thus when items get assigned to them the corresponding people get notified.
This is the case of the 'iteam' and 'egeetest' virtual users who get bugs automatically assigned to them when the bugs transit from the 'In Progress' to 'Ready for Integration' states and from 'Ready for Integration' to 'Ready for Test'.
I think this works well and you can probably discuss this issue with your colleagues who use it. This also relates to support #100188 which was posted before we enhanced the trackers assignment capability.
I hope this will enable you to do what you need.

Can you assign it to a virtual individual with a mailing list address?
Of course it won't work for assigning tasks to random groups of people,
but it may work for existing mailing list groups.

For the time being it is not possible to assign an item to several persons. I think the idea of the designers was that the assignee was the 'responsible' person to fix the bug / organize the task / etc in which case as this person was seen as the contact/responsible there should only be one.
Now I can understand that you see this field as a way to identify all the persons who will contribute to the realization of the task.
This is unfortunately not possible with savannah as it is today.
However we have a feature which will probably not fulfil your requirements but we might help you:
The project administrator can define task/bugs/support categories and associate category specific mailing lists so that people related to a given category would be notified if any submission or update is made to items in that category.

We keep your request to be considered in the next development phase if it there is agreement for it.
